Entering the fourth quarter of 2025, strike incidents have occurred one after another in Mexico.
- On October 14, employees of Mexico’s Servicio de Administración Tributaria (SAT) launched a nationwide "sit-down strike" to protest unfulfilled salary increase promises.
- On October 27, Mexican agricultural worker demonstrators blocked highways in approximately 17 states across the country, paralyzing intercity transportation in many regions.
- On November 11, SAT employees staged another protest strike, and this new round of strikes led to the suspension of key tax services in multiple states.
From SAT employees’ sit-down strikes to agricultural workers blocking highways, multiple rounds of protests have caused sustained disruptions to Mexico’s logistics sector.
What’s more, the upcoming "National Transporters’ General Strike" on November 24 is pushing the crisis to a climax.
Initiated jointly by farmers and transporters, this action abandons the previous simple road-blocking model and directly targets the core lifeline of cross-border logistics: "only intercepting freight trucks, not private vehicles", with a clear plan to occupy strategic customs offices and block the US-Mexico border.
According to protest organizations, key freight corridors such as Mexico-Querétaro and the Pan-American Highway (Mexico-Nogales) will be the focus of blockades, and customs offices in logistics hub states like Tamaulipas and Veracruz will also be symbolically occupied, putting cross-border logistics chains at risk of "disconnection".
Increased Pressure on China-Mexico Maritime Volume, Peak Season Logistics Crisis EmergesAs a core hub for Chinese goods entering Mexico, the operational status of the Port of Manzanillo is crucial to China-Mexico cross-border trade. Handling approximately 4,000 truck transportation requests daily and accounting for 42% of China-Mexico maritime shipping volume, the port is the "lifeline" for sellers stocking up for year-end promotions.
However, if this strike action is fully implemented, the Port of Manzanillo will face a double blow:
On one hand, the inland freight corridors connected to the port may be cut off, making it impossible to efficiently divert goods arriving at the port and leading to port congestion and paralysis. Additionally, due to unstable direct shipping capacity between China and Mexico this year, a large amount of Chinese goods are routed via the "US-to-Mexico transshipment" alternative. The strike plan explicitly includes blocking the US-Mexico border, leaving sellers’ stocking plans facing the dual impact of "main corridor congestion + backup corridor disruption".
On the other hand, it is currently Mexico’s year-end consumption peak season, with key shopping events such as Black Friday, Cyber Monday, and Christmas following one after another—this is a golden period for sellers to boost performance. Cargo delays will not only mean missing out on opportunities for sales booms but may also trigger a chain reaction such as platform compensation and customer refunds.
